About STHL
SouthernTier HealthLink NY (STHL) was established with leadership and support from United Health Services, Lourdes Hospital and other stakeholders in 2005. STHL is a non-profit New York Regional Health Information Organization (NY RHIO) designed as a partnership which brings together healthcare providers and consumers in Central New York with technology that will improve health care quality, access, and safety while reducing costs.
Our current project region includes five counties in the region (Broome, Chenango, Tioga, Delaware and Otsego) with approximately 470,000 residents, 5 hospitals, and over 800 physicians. Our region may expand in the coming years to include even more counties in New York State.

Patients Can:
- Manage Consent & Share Data with Their Doctors.
- Access Their Providers & Their Health Information.
- Monitor Who is Accessing Their Information
Physicians Can:
- Connect to the HIE via the STHL Web Portal.
- Connect to the HIE through an Electronic Healthcare Record (EHR) system.
- Connect to the HIE using iCare: an iPhone application to view HIE patient records. UHS Pilot underway.
- Connect to other Practices using STHL’s EHR to EHR Referral Services.
In the future, STHL will offer a range of related services to the healthcare industry across New York State, including electronic services for medication management, diagnostic services, preventative medicine, and disease management – all supported by technology, training, clinical process improvement, and incentives.
